As the City of DeSoto’s Managing Director of Development Services, Crystal Owens, P.E., is responsible for all of DeSoto’s building inspections, engineering and construction projects, street/public right-of-way construction and maintenance, the operation of the city’s fleet of vehicles, maintenance and construction of all city facilities, and oversight of city planning and zoning matters. Managing Director Owens is a native of East Texas who hails from the Piney Woods of Marshall, Texas and graduated from Marshall High School. She joined the United States Air Force after high school and proudly served her country from air bases in the United States and South Korea. After leaving the military, Owens took on the challenge of engineering at the University of Texas at San Antonio and graduated with her Bachelor of Science Degree in Civil Engineering. Director Owens began her civil engineering career in the private sector with firms in Connecticut and Texas, but her preference for working with the public soon led her to pursue engineering positions with the cities of Arlington, Duncanville, and ultimately DeSoto. She is licensed as a Professional Engineer in the State of Texas and a member of the American Public Works Association. Crystal Owens is an enthusiastic Dallas Cowboys fan who gravitates to books written by unknown authors. She resides in DeSoto with her husband, Maurice, and is the proud mother of Kayla who attends Texas Tech and Brian who attends Texas A&M in Corpus Christi.
