Deputy City Manager
Finance and Administration
As Deputy City Manager of Finance and Administration, Letitia leads and oversees the following city departments; Financial Services, Public Utilities, Risk Management, Purchasing, Library, Human Resources and Parks & Recreation.
Prior to being named Deputy City Manager, she served as the Director of Financial Services for two and a half years. In this capacity, her areas of responsibility included; Financial Investment, Internal Controls, Financial Transparency, Debt Management, Purchasing, Accounts Payable, Payroll, General, Fixed Assets and Budgeting.
Letitia has 30 plus years of experience in the Finance and Administration areas working in both Public and Private sectors. Her experience includes Human Resources, Purchasing, Information Technology, Financial Management and Analysis, Cash Management, Contract Management, Payroll, Accounts Payable and Budgeting. Prior to coming to the City of DeSoto in March 2016, Letitia worked for the City of Richmond, Virginia. There, she served as a Business Analyst Manager for the City of Richmond's Department of Public Works for nine years. In 2007, she was named Deputy Director of Finance and Administration for the City of Richmond's Department of Public Works.
Letitia holds a Bachelor’s Degree in Accounting and a Master’s Degree in Business Administration from Averett University. She is also a graduate of the National Forum for Black Public Administrators - Executive Leadership Institute. She serves as Treasurer for the North Texas Chapter of National Forum for Black Public Administrators and Secretary for North Central Texas Housing Finance Corporation. She is a board member for the Texas Association of Local Housing Finance Agencies. She serves on the Tri-City Animal Shelter Committee and the Audit and Finance Committee.
